Present: Mayor Lois Bragg, Alderman Trent Perry, Alderman Dennis Jones, Alderman Ron Robinson, Alderwoman Susan Walker, City Clerk Bobbie Jacques and Deputy City Clerk Dena Hodges

Also Present: Water/Wastewater Superintendent Mike Binder, Police Officer John Taylor, Beth Faught – Fox Works LLC, Cody Faught- Fox Works LLC, David Kruger – RTS Disposal, Zach Kruger RTS – Disposal, Phillip Wilson McClure Engineering, Chuck Duncan – Advanced Disposal and Dan Buckley – Advanced Disposal

Mayor Bragg declared a quorum and called the meeting to order at 6:00 p.m. The Pledge of Allegiance was said and Alderman Ron Robinson gave the invocation.

Consent Agenda:

Alderman Jones made a motion seconded by Alderman Robinson to approve the consent agenda. The motion carried ayes – Jones, Robinson, Perry, Walker

Visitors:

Phillip Wilson with McClure Engineering discussed a pay request from Willis Brothers to close out project for work not completed. Phillip Wilson recommended it be postponed until August meeting. Phillip Wilson also discussed the flow monitoring tests.

Phillip Wilson left the meeting at 6:10 p.m.

Dena Hodges addressed the board in regards to a tree on the property line she shares with the golf course and asked if the City could help remove the tree. This tree was damaged when the sewer lines were installed in 2009.

Alderman Ron Robinson made a motion seconded by Trent Perry to have the city employees remove the tree. The motion carried ayes – Robinson, Perry, Jones and Walker.

Bobbie Jacques left the meeting at 6:12 p.m.

David and Zach Kruger with RTS Disposal of Slater, Missouri addressed the Board of Aldermen about their interest in bidding the City of La Plata’s trash removal.

Chuck Duncan and Dan Buckley with Advanced Disposal addressed the Board of Aldermen about signing a new contract with Advanced Disposal extending the current contract that ends August 31, 2021 an additional five years.

Cody Faught and Beth Faught of Fox Works LLC addressed the Board of Aldermen about their interest in bidding the City of La Plata’s trash removal.

David Kruger, Zach Kruger, Beth Faught, Cody Faught, Dan Buckley and Chuck Duncan left the meeting at 6:50 p.m.

Mayor and Board Committee Reports:

Mayor Bragg reported that due to approximately 25 days of non-play at the golf course due to the rains that the income reflection was comparable to previous years.

The Mayor advised the Board of Aldermen that the MEC REDLG funding paperwork for a new electric bucket truck is completed and we are just waiting to see if we are approved.

Alderman Ron Robinson made a motion seconded by Susan Walker to accept the resignation of Randy Travis from the La Plata Cemetery Board. The motion carried ayes – Robinson, Walker, Perry, Jones.

Alderman Ron Robinson made a motion seconded by Susan Walker to add Carlos Coy to the La Plata Cemetery Board. The motion carried ayes – Robinson, Walker, Jones, Perry.

Department Reports:

Utility Coordinator – No discussion.

City Clerk – Deputy Clerk Hodges informed the Board of Aldermen that the mulch for the new playground equipment, which arrived a week ago, has been ordered and the Park and Recreation Board will need to decide where the new playground will be placed.

Deputy Clerk Hodges asked the Board of Aldermen to approve a pay request from Cheryl Elliott with USDA for $53,700.00 to reimburse the City of La Plata for expenses already paid for the wastewater project.

Alderman Ron Robinson made a motion seconded by Dennis Jones to approve the pay request to reimburse the City of La Plata for $53,700.00 for expenses already paid for the wastewater progect. The motion carried ayes – Robinson, Jones, Walker, Perry.

Electric Department – No discussion.

Golf Course – No discussion.

Street Department – The Mayor advised the Board of Aldermen that the La Plata Community Betterment Committee had met and approved the bid for the new street pickup truck from Kirksville Motors, the new blade and toolbox from Knapheide and the bed liner from Burkholders.

Water Department –

Lift Station Alarm Alerts – Water/Wastewater Superintendent Mike Binder advised the Board of Aldermen about the alarm systems on the lift stations. He will continue to seek pricing on different alarm systems.

Water Tower Cleaning/Painting –

Water/Wastewater Superintendent Mike Binder presented two bids for cleaning and painting the water tower. Elite National presented a bid for $44,400.00 and Ozark Applicators for $48,250.00. After discussion with Board of Aldermen, Mike will contact both companies to address some questions from the Board and present it at the August board meeting.

McClure Engineering – MODOT Bridge –

The water lines going under the current MODOT bridge on Brown Street will need to be relocated. Mike has been in contact with MODOT and will meet with them in the near future regarding the water lines. To relocate the lines, the project will have to be engineered.

Alderman Ron Robinson made a motion seconded by Alderman Perry to use McClure Engineering to engineer this project. The motion carried ayes – Robinson, Jones, Perry, Walker.

Water/Sewer Employee –

Discussion was held regarding the need for another employee in the water department.

Alderman Robinson made a motion seconded by Aldermen Jones to advertise for a new water department employee. The motion carried ayes – Robinson, Jones, Perry, Walker.

Police Department

Police Crime Report – No Discussion

Officer John Taylor updated the Board of Aldermen on activity going on in the police department.

Old Business

Property Clean Up – Officer John Taylor advised the Board of Aldermen on how they are progressing on getting properties cleaned up.

Trash Contact Extension – Discussion was held.

Alderman Ron Robinson made a motion seconded by Alderman Perry to keep the current contract ending in August 31, 2021. The motion carried – ayes Robinson, Perry, Jones, Walker.

Chain Link Fence Bids

The sealed bids were opened with the following bids submitted –

#1 Randy Bunch $300

#2 Doug Hawes $650

#3 Kevin Timbrook $350

Alderman Robinson made a motion seconded by Alderman Jones to accept Doug Hawes bid of $650. The motion carried ayes – Robinson, Perry, Jones, Walker.

New Business

Roof Repair City Hall/Electric Building – Discussion was held.

Alderman Perry made a motion seconded by Alderwoman Walker to have city employees to inspect and repair roofs if able to do so. The motion carried ayes – Perry, Jones, Walker, Robinson.

Insurance Renewal – Discussion was held regarding the increase this year on the City insurance policy with Hawkins-Harrison Insurance.

Alderman Robinson made a motion seconded by Alderwoman Walker to pay the Hawkins-Harrison Insurance bill for this year but to put the insurance out for bids next year. The motion carried ayes – Robinson, Walker, Perry, Jones.

Bill No. 2019-05 An Ordinance of the City of La Plata, Missouri, to Establish a Procedure to Disclose Potential Conflicts of Interest and Substantial Interests for Certain Municipal Officials

1st Reading by Title Only. Alderwoman Susan Walker made a motion seconded by Alderman Jones to approve Bill No. 2019-05. The vote as follows:

2nd Reading by Title Only. Alderman Jones made a motion seconded Alderman Robinson to approve Bill No. 2019-05. The vote as follows:
